Electrical networks and sample technical conditions for connecting the customer's electrical installations to public networks
To regulate relations, which arise when connecting newly built, modernized or reconstructed electrical installations of the customer to the electricity supply networks of the electricity owner there is a practice of registration of a number of documents.
One of them is a document, called "technical conditions for connection", which contains the initial data for design and is issued to the customer by the owner of electrical networks.
How to get the technical conditions
In case of change of the owner of property on installation, if there is no increase in technical parameters, the requirements for the reliability category have not changed, obtaining new technical conditions is not required.
When connecting electrical installations to networks, the owner of the line develops technical conditions. At the same time he takes into account the detailed plans of the area and the country, developing schemes of power supply networks for today and for future periods on the basis of building plans.
If the consumer and the customer agree on the connection, then the owner of the power supply network issues a document within the permitted capacity, having previously agreed with the electricity supplier. At the written request of the owner of the networks, the organization of supply calculates the power distribution of technological networks.
If the network owner does not have enough power to connect the customer's unit, he applies directly to the organization of the electricity supplier. There he writes an application for a document to connect to the provider's networks.
Statements of legal entities and individuals
When drawing up a document by persons of legal status or individuals, conducting the activities of the entrepreneur, indicate:
- direction of the applicant's activity and his bank details;
- object name, its address location;
- reason for obtaining a document with conditions (reconstruction, change power or reliability category, construction).
Legal entities add to the application:

a document on payment for services for work on the design of technical conditions;
- questionnaire (application for the organization of a standard sample project) for entrepreneurs, signed by the customer and the design office;
- calculation data to determine the allowable load according to current regulations;
- the planning with the allocated place of installation of the unit is added;
- document, which allows work on this site, obtained by standard procedure (copy);
- document of ownership of the electrical installation and the construction site (copy);
- in the absence of the entrepreneur or legal entity, a power of attorney is provided by another person.
Statements of individuals are contained in the text:
- object name, his address;
- applicant's passport data, identification code;
- reason, on which issue of technical conditions is required.
Individuals attach to the application:
- document, confirming payment for services;
- survey form for the population, compiled according to a standard sample, which contains the parameters of the object;
- calculation of rated load according to power supply standards;
- document of ownership of the object.
Information, contained in the technical conditions
For legal entities and entrepreneurs (except the population):

all information about the object and its address, the functional purpose of the object and terms of its commissioning or time of the beginning of operation are specified;
- the amount of future maximum load, taking into account the category of reliability;
- estimated power for current receivers in terms of emergency and technological armor;
- points for connection of electrical installation are specified (directly to the power supply line, through the substation, to the switchgear);
- network characteristics for voltage connection, the presence of a backup power source in the event of a shortage;
- calculation of the owner of power supply networks according to the nominal value of short-circuit current at the time of connection;
- technical parameters of the power grid;
- requirements from a technical point of view to compensate for reactive power;
- in case, if connecting the electrical installation to the mains can theoretically lead to poor performance, then recommendations are given for connecting control devices;
- requirements for emergency automation and frequency unloading system;
- relay protection requirements, telemechanics, electrical safety, insulation, communication;
- requirements for the specifics of power supply of the customer's unit, the limit of allowable operation of parallel current receivers;
- technical requirements for power supply of the customer's electrical installations, intended for backup inclusion;
- power supply requirements for all electrical appliances, which are used for modernization or reconstruction of electrical installations;
- technical features and recommendations for the application of standard projects of electrical supply of installations;
- description of the schedule for daily load regulation in the network.
Typical conditions for the population contain:
- name of electrical installation, Location;
- the limit of the allowable network load, also on power supply and heating;
- mains voltage when connecting the electrical installation;
- technical requirements for electricity meters;
- description of the necessary devices for protection against damage and blocking of excess of the allowed power for work;
- requirements for the organization of grounding and other measures for electrical safety at the connection point.
Compliance with technical conditions
According to the terms of the contract, the consumer must provide the technical conditions for the possibility of connection. The customer is obliged to ensure compliance with the technical conditions at his own expense and reimburse the owner for the cost of connection to its networks.
Connection of geographically remote electrical installations, such, as drilling and ground shells, occurs at the expense of the customer, which additionally builds supports and draws a line between the point and the owner's networks. In this case, additional power lines are considered a natural part of the customer's electrical installation.
After payment for services and connection works, the customer receives a completed contract within two weeks, which is binding on both parties and the organization, which these works will produce. If a reasonable deviation from the technical conditions, then this issue is consistent with the organization, that betrayed them.
