In today's world there are many laws, rules, instructions and other official documents, which allow or, vice versa, forbid something. Usually, most such acts are aimed at ensuring security, improving living standards or preventing emergencies.
Hardly anyone doubts the importance of electricity. However, from improper operation of electricity and electrical installations, not only the appliance may be affected, but also the man himself. That this did not happen, "Rules of labor protection at operation of electric installations" were developed (score. POTEU).
A little history
This document was approved by the Ministry of Labor and Social Protection in July 2013 year. That rules at use of electric installations came into force, the specified body issued the corresponding order (№ 328n), in which it was said, that POTEU is starting to work with 4 August 2014 year.
Of course, the adoption of this document was not something completely new. In essence, this is an improvement in safety rules, which were specified in the previous document - Intersectoral rules on labor protection during operation of installations. This instruction has been in force since July 2013 to August 2014 p when the new rules were adopted.
Brief description
The main changes in the new edition of POTEU are as follows:
- Introduction of new terms, definitions and abbreviations in the operation of electrical installations.
- The list of people has been expanded, responsible for safety when using such devices.
- Requirements for electronic documentation have been created.
- Approved changes when working with overhead lines.
Also according to the new rules, employees, who are responsible for the operation of electrical installations, requires re-certification. For this, company executives should send employees for training to 3.08.14 p, as well as to conduct an extraordinary test of knowledge. All details are given in the official letter № 15-2 / OOG-161, directed by the Department of Occupational Safety.
detailed review
The document on compliance with the rules of labor protection when using electrical installations applies to a wider range of people. Namely:
- Workers with electrical and electrotechnological activities.
- Employees of companies, who are not engaged in the operation of electrical installations.
- Employers, engaged in the maintenance of electrical installations with their subsequent operation.
- Specialists, responsible for construction, commissioning and installation tests or measurements.
All of the above persons are fully responsible for the serviceability of the equipment during its operation. Example, for the operation of power lines, electrical appliances, machinery and ancillary equipment, which is intended for production, transmission, transformation, energy distribution or conversion. in addition, indoor, where this equipment is located should be different medical devices for protection, as well as first aid.
For operation of electrical installations, workers need to be trained in safe work. As mentioned above, the responsibility for the training rests with the employer. in addition, the company's management is also obliged to send some employees for periodic medical examinations. This applies to people, working in dangerous or harmful working conditions (example, underground).
Employees, who have successfully been trained in the rules of operation of electrical installations, receive the appropriate certificate, which indicates the category of special work, which the employee can perform. Example, "Operation of electrical installations at height", "Live work with live parts", etc.. D.
The document also states, how to act correctly when performing certain actions. Example, when disconnecting electrical installations, grounded installations, lack of current checks, etc.. D. in addition, POTEU describes actions when working in the zone of magnetic or electric field.
The document also provides for the need to place various prohibitory signs next to certain equipment. Communication devices can be cited as an example, having manual control (switches, disconnectors, separators, switches, etc.). According to POTEU-2014, there must be a sign next to such a device, which warns about it, that people are working now.
personnel certification
Most questions about the new rules of labor protection when working with electrical installations arise regarding the training and certification of electricians. According to the new version of POTEU, you can study and take exams as in the organization itself, and in a specialized training center.
Training in the company
There are two ways to go.
- Assign staff to study the documentation independently, and then form a commission with 5 persons, three of which must be certified by Rostechnadzor.
- Send 3 people to study at the training center. After training and issuance of certificates, they will become members of the commission together with the chairman of the commission and a representative of Rostechnadzor.
Training in the training center
If the company entrusts the training of employees of a specialized center, then it is not necessary to establish a commission to pass the certification. As in the previous version, the firm's management can again go two ways.
- The staff is issued documentation on the rules of labor protection when working with electrical installations for self-study. Then each employee receives a certificate of re-certification from Rostechnadzor.
- The company enters into a contract with the training center for full-time training of employees (usually, it lasts no longer 3 days). Employees go to the training center every day, which after training confirms passing re-certification.
The rules are sweating, operating in the operation of electrical installations - a very important point for the safety of the employee. It is the annual certification and re-certification can reduce the level of injuries to employees during the maintenance of electrical installations.
Warning signs and expanding the number of people also have a significant impact on this aspect, responsible for safety when working with electrical installations. This not only helps to keep the employee healthy, but also to avoid the financial costs of treatment. After all, as you know, the best treatment is prevention.
