You can start caring for strawberry beds in early spring, when the snow comes down and the top layer of soil warms up enough: carefully remove all the dead (dry or frozen) leaflets, loosen the beds. If any of the plants died, that has not survived the winter cold, it is better to remove it at once. With the advent of May, you can spend the first top dressing with minerals.
