Substantive provisions

The current norms and rules of operation of the housing stock are specified in accordance with the resolution of the Russian Federation №4218.1 "On the basis of federal housing policy". About the statement of norms and rules of technical preservation of housing stock and p. 53.

Regulations on the State Committee of the Russian Federation for Housing and Communal Services and Construction Complex, certified by the resolution of the State Construction Committee of the Russian Federation №1289 "On approval of norms and rules of technical preservation of housing" and indicate the rules for restoration, overhaul and operation of buildings, housing and communal services, technical inventory, maintenance and safety of housing and are mandatory for the executive authorities of the RF, local governments, institutions of state supervision and control.

Current norms and rules specify the procedure and requirements for repair and maintenance of housing for the purpose:

  • ensuring compliance with the established rules of repair and maintenance by the owners of the housing stock or authorized organizations and managers of various executive and legal forms, engaged in housing maintenance;
  • implementation of the general technical policy in the housing sector, which ensures compliance with the rules of these regulations for the repair and maintenance of buildings, their communication systems and structural elements, as well as adjacent plots;
  • ensuring the safety of the housing stock of any type of property.

In accordance with the legislation of the Russian Federation №4218.1 "On the basis of federal housing policy"housing stock is a set of all residential premises, regardless of ownership, including specialized homes (shelter hotels, dormitories, living quarters from the funds of the department for temporary settlement of IDPs and individuals, houses of the shunting department, nursing homes, recognized as refugees, orphanages for veterans and the disabled and so on), office accommodation, apartments, residential buildings, other living quarters in other buildings, habitable.

Types of housing stock

Private fund

Fund owned by legal entities (registered as private owners), purchased or built at their expense, including funds of housing construction and housing organizations with not fully paid share contribution.

The fund is owned by citizens: purchased and built houses and apartments, privatized residential buildings, individual, in the houses of associations of individual apartment owners, apartments in houses of housing construction and housing organizations with a fully paid share contribution, houses and apartments, purchased in the possession of citizens on other grounds.

State housing stock

The fund is owned by citizens and the departmental fund, having full economic subordination of state bodies or operational board of state organizations, belonging to the appropriate type of ownership.

Departmental organization, which is in the state property of the Russian Federation and is under the economic subordination of state organizations or operational management of state bodies, relating to the federal state economy.

Municipal housing stock

The fund is owned by the city, district, which are in their territorial and administrative entities, including the cities of St. Petersburg and Moscow, and departmental organizations, which are in the operational management of municipal institutions or full economic subordination of municipal bodies.

Public housing

The fund is owned by public organizations.

Housing management

Private individuals, public and non-governmental institutions and other voluntary associations of owners, tenants and tenants of premises of any type of property may participate in the management of housing at the place of residence to protect their social and economic interests and rights, participate in the selection of repair and maintenance companies.
